SHENANDOAH, Iowa - The Shenandoah Community School District Board of Directors met to discuss next school year’s budget and calendar, and lowering the tax levy for the district.

Superintendent Kerri Nelson told KXCV/KRNW that the school set up a voluntary learning system because the district could not meet Iowa's model.
